Ms. Meaghan Bouchoux Carter is a Partner in Blue Canopy’s Next Gen Business Unit. She is the Account Lead and Program Manager for the U.S. Treasury’s award-winning, government-wide shared service offering. The Enterprise Content Management (ECM) Program offers software-as-a-service solutions, including a mobile app offering, that solve common office problems and best position agencies to meet federal requirements.
Ms. Bouchoux Carter has over 15 years of federal consulting experience with specialized expertise managing large and highly complex projects and shared services. She currently oversees over 500 software releases a year, using a 100% Agile SCRUM methodology. Her IT delivery experience is extensive and includes Program Management and Project Management for software development projects using Agile and Waterfall approaches, Program Management Office support, Integrated Operations, and Incident Management.
She has supported numerous Federal clients, including the U.S. Treasury, U.S. Department of Interior, the Consumer Financial Protection Bureau, National Science Foundation, United States Postal Service, Federal Aviation Administration, and the Department of Housing and Urban Development.
Ms. Bouchoux Carter holds a BBA in Computer Information Systems from James Madison University (JMU) and is a Certified ScrumMaster® (CSM), Project Management Professional (PMP), and in ITILv3 Foundation. She is also a Board Member on the Executive Advisory Board for the Department of Computer Information Systems and Management Science at JMU. Ms. Bouchoux was also previously recognized as one of Consulting Magazine’s “30 under Thirty” rising leaders in the consulting industry. Ms. Bouchoux Carter has also attended and completed Harvard Business School’s High Potentials Leadership Program.
